year ago I suffered very much from dandruff and hair loss too and I started trying everything you can imagine to stop my hair loss.
the things that really worked for me was:

Shave it, it's all good, it's turning lemons into lemonade. Also, you can keep your hair if you have enough money. These days no one who has enough money and is sufficiently well-informed has to lose their hair. There are three products which, used together, have been proven to prevent baldness from progressing. In many cases, when people take them long enough, they can and do regrow lost hair too. If a guy catches baldness early enough, he can prevent/reverse it entirely.
The three products are known as the "big three" and they are Minoxidil (marketed as Rogaine and some other brands), Ketoconazole (marketed as Nizoral anti-dandruff shampoo) and Finasteride (marketed as Propecia). Propecia is a prescription drug, so you need to see a doctor to get it. It's relatively expensive and it's not available generically as Finasteride in the U.S. because the company that sells it is greedy. However, once you have your prescription you can order it generically as Finasteride from Canadian online pharmacies for much cheaper. Just make sure you order from a good online pharmacy, because some of those websites are big scams that will send you fake pills, or so I've read. The one I recommend is canadadrugs.com because it has an A+ rating with the Better Business Bureau.
If you use all three of the "big three" your hair loss will definitely stop and your lost hair will probably grow back if you use them long enough. Minoxidil and Finasteride are the two most important since it's been established that they have a synergistic effect when taken together, but using Nizoral shampoo can't hurt and will probably help. Also, if you have a LOT of money (several thousand dollars) you can get a hair transplant, which is basically where they take hairs that resist the baldness hormone dihydrotestosterone from the back and sides of your head and put them on the top to replace the ones that fell out. Then, as long as you keep taking the big three, they won't fall out again. It sounds weird but it looks completely natural, unlike the hair plugs from back in the day, and a lot of Hollywood actors have been getting them to help their careers.
Don't let anyone discourage you from taking steps to save/restore your hair because despite what people say, it matters. Bald guys can still hook up, and I've hooked up with a few girls since I started noticeably balding, but it's an established fact that most women think guys look better with thick hair than thin hair. ESPECIALLY women in their late teens and twenties. If anyone tries to make it seem like you're being vain for treating your hair loss, just tell them that teenage guys aren't vain when they treat their acne, they're smart because it helps them with the ladies, and it's the same with hair. These days there's really no way to tell if a guy with a full head of hair started balding and caught it in time because the treatments are that effective. Oh, and one more thing: a slightly receding hairline is fine, and a forty five year old guy with the hairline of a twelve year old can look unnatural. Then again, maybe in the future this won't be the case, since most of the guys who start balding will take steps to prevent it from continuing.

There are two different procedures you can have done, and I'm not sure which you're referring to. You can get your hairline lowered as a female (because we don't usually have pattern baldness) WITHOUT having to use "donor hair." Don't quote me on this, but my understanding is they make an incision at your hairline and lift the scalp from your head and pull it forward. Usually they can lower your hairline a few centimeters. Then they sew it back and voila! One or two weeks of healing and you're good to go. If you want it lowered more than about 2 cm (maybe 3?) they put in spacers under your scalp for a bit which stretch your scalp out so they can lower the hairline more. This procedure is beneficial because you don't have to wait for hair to grow...it's the hair you've got just moved forward. I'd avoid hair implants or whatever...if you're putting that on your forehead it would probably look unsightly for a good long while while your hair is growing out...
As far as surgeons, I have no idea...but just type in "hairline lowering" into your search engine. A lot will pop up. All you have to do is a little research on your own...

The term "common baldness" usually means male-pattern baldness, or permanent-pattern baldness. Male-pattern baldness is the most common cause of hair loss in men. Men who have this type of hair loss usually have inherited the trait. Men who start losing their hair at an early age tend to develop more extensive baldness. In male-pattern baldness, hair loss typically results in a receding hair line and baldness on the top of the head.
Depending on your type of hair loss, treatments are available. If a medicine is causing your hair loss, your doctor may be able to prescribe a different medicine. Recognizing and treating an infection may help stop the hair loss. Correcting a hormone imbalance may prevent further hair loss.
Medicines may also help slow or prevent the development of common baldness. One medicine, minoxidil (brand name: Rogaine), is available without a prescription. It is applied to the scalp. Both men and women can use it. Another medicine, finasteride (brand name: Propecia) is available with a prescription. It comes in pills and is only for men. It may take up to 6 months before you can tell if one of these medicines is working."

I Am A 27 Years Old Black Male, And As Of Last Year I Have Notice That The Hair On The Top Of My Head Is Starting To Thin. I Used Alot Of Relaxersand S Curls A While Back And Everything Was Fine But Now Its Starting To Thin. I Have Tried A Few Things To Get It To Start Growing Back Such Rrow Gainmain And Tail Shampoo/Conditioner As Well As A Couple Other Products Nothing Seems To Work Although The Male Pattern Baldness Syndrome Doesn'T Run In My Family Im Starting To Suspect That'S What My Situation Is And I Am Desperately Seeking Tips And Advice From All You Out There.
